Are the power supply EMC filters effective as a countermeasure against static electricity?

A. The rise time of the test wave, regulated in EN/IEC61000-4-2, a regulation related to immunity against static electricity, is 1ns or less. For that, a filter effective in a frequency range of several 10MHz to several GHz is required. However, general power supply EMC filters are designed for countermeasures against 150kHz to 30MHz frequencies, and are thus not effective for countermeasures against static electricity. For countermeasures against static electricity, parts designed for countermeasures against radiation noises (30MHz to 1GHz) such as clamp filters are very effective.
